The National Forest Plan (PFN) – an important tool
Luxembourg has a National Forest Plan (PFN, plan forestier national). Its aim is to ensure the sustainable management of forests.
This planning tool was developed following the UN Conference in Rio de Janeiro in 1992, which focused on preserving the planet’s biodiversity and ecosystem services.
The first PFN was launched in 2003 by the Ministry of the Environment and drawn up under the supervision of the ANF (Administration de la Nature et des Forêts) with the involvement of all groups with an interest in forests (forestry professionals, private forest owners, environmental organisations, timber-processing businesses, the tourism sector, hunters, etc.). The document contains a substantial amount of data on forested areas, the age of tree stands, species composition, land use, biomass, carbon sinks, climate damage, etc.
In May 2026, the second PFN (with scientific support from the University of Gembloux) was presented to the members of the Conseil Supérieur des Forêts, of which Mouvement Ecologique is also a member.
All members were invited to submit suggestions and comments on this first, already promising draft.
The aim remains to restore the resilience of our forest ecosystems and to preserve the vital ecosystem services for future generations.
Given the importance of this issue and of our forests, Mouvement Ecologique has, of course, put forward its own suggestions. These relate to the design of footpaths, the organisation of hunting, soil compaction and so on.
