Social car leasing: developing a concept for Luxembourg
Social car leasing is an important component of a fair transport transition. On behalf of the Ministry of the Environment, Luxmobility conducted a study and presented concrete proposals on how such a system could be designed in Luxembourg. Mouvement Ecologique participated in this process and also took part in the presentation of the study.
Luxmobility and Fier, a consulting firm specialising in sustainable transport planning, investigated the feasibility of electric car leasing for households with limited financial resources. The aim is to enable these households to escape the cost trap of their fossil fuel vehicles and to facilitate their access to a cheaper electric car that suits their family situation. This is to be achieved through leasing at particularly favourable conditions, including for vehicle maintenance and insurance. The study recommends integrating the “mobility” climate bonus, i.e. state subsidies for electric mobility, in order to further reduce the price of leasing. The system is to be limited to households that are already recipients of the state subsidies REVIS and “Allocation de Vie Chère”. The leasing scheme is to be accompanied by an expansion of the public charging infrastructure and a wide selection of suitable vehicles.
Representatives from the leasing and automotive industries as well as the social and environmental sectors were involved in the study. Well-organised workshops were held to discuss how the idea could be put into practice. Mouvement Ecologique was involved in these workshops.
The study provides clear recommendations, which are now to be implemented by the relevant ministries.
In the course of the study, Mouvement Ecologique advocated that access to this leasing scheme should be made as easy as possible for people with limited financial resources. It should be independent of distance to the workplace or connection to public transport – checking these criteria would make it too difficult to use the assistance. This view was also reflected in the final draft.
