Opinion on the draft law concerning the Klimabonus (climate bonus) scheme in housing construction
As part of the parliamentary procedure on draft law No. 8585, Mouvement Ecologique und Oekozenter Pafendall have submitted an opinion on the future Klimabonus support scheme for the residential sector. The aim of this contribution is to strengthen the effectiveness of the programme with regard to climate objectives, social balance and the quality of the supported measures.
The opinion welcomes the continuation of the Klimabonus as a key instrument for the energy renovation of the residential building stock and the decarbonisation of the building sector. At the same time, it puts forward several proposals to facilitate access to financial support and to ensure that funded measures deliver tangible energy savings and measurable CO₂ emission reductions in practice.
Key recommendations include the introduction of pre-financing mechanisms to reduce upfront financial barriers, better consideration of the specific constraints of existing buildings, clearer requirements for the planning and sizing of heating systems, and a stronger alignment of funding criteria with the objectives of the National Integrated Energy and Climate Plan (NECP) and European guidance on building renovation.
The opinion also emphasises the importance of a coherent design of funding criteria to ensure that public funds effectively contribute to achieving climate and energy objectives. A stronger focus on qualitative requirements in the planning and implementation of supported measures can enhance the social impact of the programme and sustainably improve energy savings across the existing building stock.
