A public consultation is currently underway, during which anyone interested can submit their comments on the draft Luxembourg Climate Social Plan (plan social pour le climat – PSC). The EU requires all countries to draw up such a plan. This plan will be used to allocate part of the funds of the EU from the Climate Social Fund.

 

The Chamber of Employees, the OGBL, the LCGB and the Mouvement Ecologique are also represented on the government platform – plateforme pour l’action climat et la transition énergétique – , which is intended to support the government in its climate protection policy. Employers, municipalities and other NGOs are also represented on this committee. This platform has set itself the goal of submitting a joint statement in order to as part of the procedure take into account the views of the various stakeholders.

 

The Chamber of Employees, OGBL, LCGB and Mouvement Ecologique have now forwarded their joint analysis to the platform.

 

In simple terms, the Climate Social Plan aims to establish instruments that, on the one hand, support households with fewer financial resources in order to cushion the impact of the introduction of emissions trading on fuel in transport and buildings and, on the other hand, take measures to enable them to actively participate in this transition. The fact is that people with fewer financial resources suffer particularly badly from rising energy prices, for example, as these account for a higher proportion of their expenditure than for higher earners. On the other hand, they also have less money to take initiatives to reduce their energy costs, for example (and they are also more likely to be tenants rather than homeowners). Measures should also be taken for smaller more vulnerable businesses.

 

This is why the PSC is of such far-reaching importance.

 

The Chamber of Employees, OGBL, LCGB and Mouvement Ecologique welcome the fact that the draft plan contains numerous important instruments (48 in total). However, it has fundamental weaknesses that risk rendering it ineffective in practice.

 

The analysis is summarised briefly below:

  • Unfortunately, the criteria used to define the target audience are extremely inadequate. This is the foundation of a good PSC.
  • The majority of the measures have already been listed in the national climate plan. It would have been necessary to analyse why they have not yet been implemented and to draw conclusions from this. Repeatedly citing instruments in a multitude of plans is of little use if their implementation fails.
  • The financial resources from the EU Climate Social Fund that are being made available for the implementation of the PSC are very limited. In meetings, it was said that the Luxembourg government would contribute its own funds, which is urgently needed. However, no amounts have been specified to date. This is essential in order to know which measures can be tackled and how.
  • There is no time frame for the implementation of the various measures. One year? Two years? Ten years? Clear guidelines need to be established here.
  • In many cases, several authorities (various ministries, etc.) are to be responsible for implementation. It must be clearly defined who will assume primary responsibility and coordination!
  • A transparent evaluation of the implementation of the PCS is also required.
  • In addition, suggestions were made for the following specific measures
    • “Klimabonus Wunnen” subsidy scheme
    • Pre-financing under the “Klimabonus Wunnen” subsidy scheme and the “Sozialer Top-up” energy renovation bonus
    • Individual housing subsidies for energy-efficient renovations
    • Reform of the climate loan
    • Energy-efficient renovation of uninhabited dwellings
    • Study on the rental policy challenges of the energy transition
    • Expansion of publicly accessible charging infrastructure
    • Social vehicle leasing
    • Social compensation for CO₂ tax and CO₂ tax credit.
