A stimulating exchange with the LSAP working group on the socio-ecological transition

A recent meeting saw a constructive and stimulating exchange between the Socialist Party’s working group on the ‘socio-ecological’ transition and the Mouvement Ecologique. Topics discussed included the Luxembourg Climate and Social Plan (Plan Climat Social, PSC), support for renovation, and district heating planning.

 

During the discussion, the following points were raised: Firstly, the focus was on the design of state aid in the area of the energy transition and support for financially vulnerable households. The criteria for defining the PSC’s target audience and the inadequate presentation of the budget allocated were discussed, particularly those state funds announced by the relevant ministers in addition to EU funding.

 

Current obstacles to the renovation of homes were also discussed, such as restrictions in building regulations that make it difficult to install additional façade insulation due to spacing rules. The changes to the ‘Klimabonus Wunnen’ were also addressed, as these appear to primarily benefit new builds and partially overlook renovated buildings (for example, in the funding of heat pumps).

 

Heat planning was also highlighted as an important tool for shaping the transition, particularly from a social perspective. Furthermore, the pre-financing of solar installations was discussed and suggestions for improving this system were exchanged.

 

The stimulating exchange, which was characterised by a multitude of questions and comments, proved mutually enriching.
