The Mouvement Ecologique in dialogue

Discussion with ‘Déi Gréng’

In early September, a discussion took place between representatives of the Mouvement Ecologique and “déi gréng”. Topics included promoting the socio-ecological transition (particularly in the energy sector), budgetary planning, and priorities from the perspective of sustainable development following the summer recess, amongst others. Heating planning in local authorities was also a key point of discussion during this stimulating exchange.

 

Meeting with Carole Hartmann, rapporteur for the 2027 national budget

A meeting recently took place with the ‘2027 Budget Rapporteur’. The focus was on the priorities which, in the view of the Mouvement Ecologique, are worth pursuing. The rapporteur began by stating that she also wished to focus her report on investments for the future, including in the interests of sustainable development. The Mouvement Ecologique expressly welcomes this approach. The Mouvement Ecologique emphasised the importance of preventive measures. For example, reducing the use of pesticides would help to cut significant follow-on costs for the general public, whilst investment in organic farming would also demonstrably yield positive financial returns. However, it would also be important to introduce ‘green budgeting’ – that is, a review of the national budget to assess the extent to which public funds are being invested in ways that actually exacerbate the climate and biodiversity crises. Furthermore, future-oriented investments in the expansion of the heating supply, amongst other things, would be important.

 

President of the Mouvement Ecologique visits the CSV parliamentary group

The CSV parliamentary group regularly invites guests for discussions. The first person to be invited following the ‘Rentrée’ was the President of the Mouvement Ecologique. The group’s aim was to facilitate an exchange with representatives of civil society in an open and personal setting. Overall, the discussion was constructive, whilst critical questions were not shied away from. Topics discussed included, amongst others, the role of the Chamber of Deputies in relation to the government and the ministries, the government’s current policy on sustainability, the consequences of the hot summer, the planned preferential treatment for plug-in hybrids as company cars, the Nature Conservation Act, and much more. Overall, it is worth noting that such an open exchange is undoubtedly enriching for everyone.

 

Meeting with Claude Meisch, Minister for Regional Planning and Housing

During a meeting with the Minister, key aspects of regional planning and housing policy were discussed from the perspective of sustainable development. The focus was, amongst other things, on the significance of introducing a tax on vacant properties, as well as the importance of simplifying the regulations governing renovation work on existing housing stock ( ). There was also discussion on how both activity zones and residential areas can be developed in a denser yet simultaneously more attractive and greener manner. Projects from other ministries with direct implications for regional planning and housing policy were also up for debate, such as the reform of the Nature Conservation Act or the introduction of national building regulations. The importance of inter-ministerial cooperation and consultation was emphasised on several occasions, including by the Mouvement Ecologique.

 

Meeting with the DP

A further exchange took place with the DP. The main topics discussed were the lessons to be learnt from this summer’s heatwave, the proposed changes to company car taxation, the reform of the Nature Conservation Act, and state subsidy programmes. During the meeting, the various viewpoints and arguments were openly presented and discussed. The Mouvement Ecologique welcomed the fact that the Democratic Party had decided to support the ban on the use of pesticides in water protection areas, as advocated by Environment Minister Serge Wilmes. Unfortunately, there was disagreement on the issues relating to the taxation of company cars. In particular, the Mouvement Ecologique believes that further discussions on the reform of the Nature Conservation Act will reflect the parties’ commitment to sustainable development.
